Strange. Perhaps you have a browser or content blocker extension that is interfering with connecting to the tile server.

I just tested that the custom background loads in Chrome (on Windows) and Safari (on Mac). Admittedly, I got the same issue you had last night loading the aerial on my Mac, but it seems to be working today after restarting the computer.

Opening the link directly won't do anything; I get the same error message.

To load that aerial, you open the Background panel (on the right side of the iD editor), at the bottom of the list of aerials, click Custom, and paste that URL in.

All of them are pretty well-aligned except for the 1951 one, which you'll have to offset manually.

Awesome work putting JFK on the map! I notice you were using only Bing Maps aerials when drawing.

I have a custom 1996 NYC imagery source that could help making these old building footprints more accurate:

Note, you can swap out the "1996" with 1924, 1951, 2001-2, 2004, 2006, 2008, (all even number years afterward) to access other aerials.

I understand you primarily map in FL, but these map tiles will certainly make historic mapping in NYC a breeze!
