Bulgaria (https://www.openhistoricalmap.org/relation/2692865) doesn't end at the shore line but goes 12 nm further.
(If you don't like borders in water it would probably be to tag maritime borders with maritime=yes and then make sure they don't show up on the map)

I think the start_date shoud just be 1970 without the "-". Looks like OHM can't read the start_date tag currently.
